ECN test or disable script

Description
An ecn test script is needed to test for ECN working or not.
It will need to test basic connectivity as well as ECN flows (using a temporary qdisc)
And a remote server will need to be setup.
The test should commence shortly after boot after the network has settled down a little.
An ecn enabled ipv4 and ipv6 server is required.

scamper on cerowrt now works with Path ECN feature.
