Adding netem support to simulate latency

Netem looks very useful to simulate latency and packet loss.


I’ve added support for it to the cerowrt and cerowrt-dbg builds, and proposed a package for openwrt.

need to come up with sane ways to test it, and also figure out to what extent it will flatline a router….
